Bipartisan Council Unanimously Overrides Executive Budget Vetoes

Citing the public’s overwhelming demand for traffic congestion relief, the Snohomish County Council today unanimously rejected County Executive Aaron Reardon’s vetoes of a one percent increase in the county property tax for roads for 2008. Only property owners in the unincorporated county pay the road tax.

River levels continued to rise in the major river systems in Snohomish County overnight under the watchful eye of Snohomish County Emergency Management.  The Snohomish River system prediction has been downgraded by the National Weather Service from "major" flooding to "moderate."

'From Soils to Sales,' the fourth annual Snohomish County Focus on Farming conference, got underway at 8 a.m. today at the Lynnwood Convention Center.  The conference, which drew 600 participants, featured nationally recognized agricultural leaders and a broad range of subject-specific breakout sessions, a 35-exhibitor trade show, a plated lunch and a wine and cheese tasting featuring locally grown products.

Council Approves Leadership Budget for 2008

The Snohomish County Council unanimously approved a $672.9 million budget for 2008 that fully funds county programs and obligations without borrowing money to balance the budget. Next year’s budget also includes a one percent reduction to the general fund property tax levy recommended by County Executive Aaron Reardon. The cut is estimated to save owners of a $300,000 house or condo approximately $2.04 next year.

County Council Reaffirms I-747 1% Tax Limit

The Snohomish County Council today unanimously approved County
Councilmember Dave Somers’ motion reaffirming that the county will continue to abide by the limits set forth in the Initiative 747 – limiting property tax increases to one percent. Somers introduced the motion following the state Supreme Court’s recent ruling nullifying Initiative 747, the property-tax-limiting measure approved by voters in 2001.

Executive Reardon Calls for Council to Reject Tax Increases

On Monday, the County Council will consider three proposals sponsored by Council Chair Gossett to raise taxes by nearly $1.2 million over what was proposed in the 2008 Executive Recommended Budget.  In a letter sent to Council on Friday, Executive Reardon strongly encouraged Council to reject the tax increases (Ordinances 07-130, 07-131 and 07-133).

First, the good news: On the surface it appears to be a balanced budget. The bad news, said Fred Bird, County Council spokesman, is that when you look beneath the surface you will quickly discover that the executive plans to borrow money unnecessarily in order to pay the county’s bills. Forum Highlights 2010 Games Opportunities

Council Funding Puts Hwy 2 Safety Improvements Over the Top

Governor Christine Gregoire came to Snohomish County Monday to announce the designation of Highway 2 as a state “safety corridor,” bringing with her $2.1 million in state and federal traffic safety improvement funds that when combined with $1.5 million provided by the County Council will allow for significant safety enhancements from Monroe to Stevens Pass.

Free Pet 'Microchipping' Offered Sunday

On Sunday, October 7th, Snohomish County truly goes to the dogs (and cats too); particularly for those whose owners would rather not lose them. The first 200 Snohomish County resident dogs and cats brought to the Tulalip Housing Authority at Silver Village, Tulalip, WA starting at 10 a.m. will receive free microchip implants identifying the pet’s owner’s name and contact information, ensuring that a lost animal gets a quick ride home, instead of a trip to the local animal shelter.

Councilmembers Express Reservations About Proposed Graffiti Penalties

Snohomish County Councilmembers expressed reservations about the Executive’s proposal to penalize property owners who are victims of graffiti.  At a meeting of the Planning and Community Development Committee on Tuesday, Council was briefed on legislation proposed by the Executive to stiffen the penalties against people who deface public and private property with graffiti and for those who carry implements of graffiti.  The ordinance also would place the responsibility for cleaning up the graffiti on the owners of the defaced property.

Council Sets Priorities for New Revenues

The Snohomish County Council on Monday took action to provide the County Executive with direction regarding how new revenues coming to the county in 2008 should be spent.  New money is anticipated from a variety of sources including the State Legislature’s passage earlier this year of SSB5089, the Streamlined Sales & Use Tax Agreement, that will mean an additional $3 million in 2008, and $7 million in 2009 and later years.  Other sources of funding will come from the retirement of an existing debt issuance in 2009 that will free up $1.4 million each year, and a redirection of $1.25 million of Real Estate Excise Tax revenues from debt service into capital projects.

Snohomish County Executive Aaron Reardon today issued an Executive Order to address climate change in a way that aims to reduce the County's carbon footprint and greenhouse gas emissions.  “Our initial goal is by the Year 2020 to reduce Snohomish County's greenhouse gas emissions to 20 percent below the Year 2000 levels,” Executive Reardon said.

County-YWCA Contingent Loan Agreement

County Executive Aaron Reardon submitted the contingent loan agreement which had been negotiated by the County and representatives of the YWCA and the Housing Authority for Council approval in June. Sound Transit Approves Snohomish County Expansion

Executive Aaron Reardon today announced the Sound Transit (ST) Board has approved a motion to finalize the Sound Transit 2 Regional Transit System Plan that extends Sound Transit light rail lines north to the Ash Way/164th terminus, including transit stations at Mountlake Terrace, Lynnwood Transit Center, Alderwood, and Ash/164th. The ST motion adopted today also includes funding for a Mukilteo Station parking garage, a permanent station in Edmonds for Sounder Commuter Rail, and additional service hours for ST Express Bus service.

Futures Board Recommends Skyview Tracts Purchase

A recent fire in Everett resulted in significant water damage to the collection of the Museum of Snohomish County History.  Last week, former Snohomish County Auditor Bob Terwilliger contacted Council Chair Dave Gossett to suggest appropriating a portion of filing fees dedicated to historical preservation in 2005 by the State Legislature to help with the restoration and preservation of the damaged items.

County Councilmembers Address Climate Change

Amidst increasing recognition of the dangers surrounding climate change Snohomish County Councilmembers Dave Gossett, Dave Somers and Kirke Sievers sent a memo to county Executive Aaron Reardon today directing his office to work collaboratively with Council staff to compare the difference in the amount of energy consumption in county buildings as well as the level of greenhouse gases produced by the county vehicle fleet from 1996 to 2005. Council Takes Action to Preserve Affordable Housing for Seniors

The Snohomish County Council chambers erupted in applause Wednesday as the Council took action to save the homes of audience members.  The more than 100 residents of the Kingsbury East and Squires mobile home parks in Lynnwood were threatened with eviction when the property was recently purchased. Many are low income seniors. Mike Echelbarger, the new owner, agreed to work with residents and government to find a solution.

County Assessor’s Office Mistake Creates Erroneous Property Tax Bills

Just Days after the 2007 Snohomish County property tax statements were mailed, the county assessor’s office informed county officials that its annual tax assessment roll was incorrect. The Assessor’s Office error resulted in the production and mailing of about 267,000 tax statements that are wrong. According to County Assessor Cindy Portmann, the error occurred because one personal property tax account with an assessed value of about $150,000,000 was left off the tax roll.

Assessor Finds Error that Will Result in a  Refund or Credit of Property Taxes

The Snohomish County Assessor’s office announced today that due to an error in posting one account for personal property, all property owners in Snohomish County will either receive a refund or credit to their property taxes.  Refunds or credits will range from approximately $1.88 in most areas of the county and up to an estimated $32.77 for City of Everett residents with a home valued at $350,000.  The exact amounts won’t be available until the taxes due per parcel are recalculated.

On Thursday, January 25 the annual Point in Time homelessness count was conducted. County officials spearheaded the coordinated effort across Snohomish County which included hundreds of volunteers and spanned multiple organizations. The count is used to determine the size and scope of the homeless population in the county and is required by both the State and Federal government.

Gossett Statement on New Development Rules

The press release from the County Executive’s office regarding multi-family zoning issued on January 23, 2007 contains an error. It states that the recent vote adding an additional 90 acres of LDMR zoning was passed by a 5-0 margin. That is not correct. The vote on that issue was 4-1 with Councilmember Dave Gossett voting “no”.

Residents asked to heed weather service warnings as Snohomish County braces for another storm. The National Weather Service has issued a flood watch through 4:00 AM Wednesday January 3rd for much of western Washington, including Snohomish County. A weather system containing large amounts of moisture combined with already saturated ground in the County has the potential to cause flooding late Tuesday and into Wednesday morning.
