Juvenile Offender Drug Court

Juvenile Offender Drug Court is an intensive supervision program for Juvenile Offenders that offers a rehabilitative and therapeutic approach to chemically dependent juvenile offenders.  The program, which began in January of 2000, consists of a partnership between the Judge, Prosecuting Attorney, Defense Attorney, Probation Counselor, and Treatment Provider.   Snohomish County Juvenile Offender Drug Court is one of 7 Juvenile Drug Courts operating in Washington State.

Mission

The mission of Juvenile Offender Drug Court is to strengthen the mental, emotional and social well being of Juvenile Offenders and to promote community safety and reduce recidivism.  To achieve this purpose, therapeutic and legal interventions are employed  to provide optimum success.  The Juvenile Offender Drug Court Team is guided by the principles of excellence, integrity and compassion.

Eligibility

Cases are screened by the Snohomish County Juvenile Offender Drug Court Prosecutor for legal eligibility.  The Juvenile must be charged with a misdemeanor or a non-violent felony offense driven by drug and/or alcohol involvement.  The Juvenile must be diagnosed as chemically dependent and be amenable to treatment.  Drug Court is limited to 50 Juvenile offenders.

Drug Court Requirements

Eligible Drug Court participants initially enter into a two-week opt in period.  During this two-week period, the participants engage in drug treatment, random urinalysis testing, and weekly Court hearings.  At the end of this two-week period, the participants decide if they want to opt into Drug Court.  If the participants determine they want to opt-out of Drug Court, they are assigned back to the regular trial track.  If the participants decide to opt-in, a "Stipulation for Bench Trial on Agreed Documentary Evidence" for the Drug Court Program and "Waiver of Speedy Trial" is entered.

Participants are required to attend weekly Court hearings, group and individual counseling sessions, two community based support groups and submit to random urinalysis tests.    The participant is also required to schedule and attend regular Probation meetings, enroll in a school program, obtain a GED and/or obtain employment.   As the participant progresses through the program, Court hearings and treatment sessions decrease in frequency.  Upon completion of all requirements charges are dismissed and records sealed.

Incentives/Sanctions

Incentives consist of movie passes, restaurant coupons, praise from the Judge, recovery tokens, recovery gifts and gift certificates.  The Drug Court Team strives to build on the positives and reinforce those behaviors by acknowledging the small successes that eventually lead to meeting larger goals.

Sanctions consist of community service, increased support group meetings, Drug Court hearings, and suspended driving privileges as well as detention.

Sober Support

Graduation

The Drug Court Team will determine which Juvenile Offender Drug Court participants are eligible to graduate from drug court based on the criteria listed below.  However, requirements will also be reviewed based on the individual needs of the participant.  The Drug Court Team may identify and apply additional graduation criteria appropriate to the individual.

  • 90 days clean and sober evidenced by negative urinalysis testing, and no missed or diluted urinalysis tests
  • Completion of Phase I and Phase II of drug treatment and currently participating in Phase III
  • Completion or Moral Recognition Therapy (MRT), Aggression Replacement Training (ART), or Family Functional Therapy (FFT)
  • Restitution resolved
  • Be enrolled in a school program, or obtain a GED and/or employment

Alumni Scholarship Information

The Snohomish County At Risk Youth (ARY) and Juvenile Offender Drug Treatment Courts have been awarded a grant from the Blanche Miller Fund to provide school scholarships annually for eligible Drug Treatment Court graduates.

Blanche Miller was the first woman in the state to become a chief probation officer for a juvenile court. In 1946, she became a probation officer with Snohomish County and dedicated her life to investing in the lives of troubled youth. Ms. Miller passed away in 1975 and willed a portion of the sale of her property to the youth of Snohomish County Juvenile Court. This gift was left to help troubled youth lead a productive adulthood and invest in their educational goals.

Scholarships may pay for traditional universities, community colleges, as well as some vocational training programs. In order to be eligible, you must be a graduated of the At Risk Youth or Offender Juvenile Drug Treatment Court, and must maintain a 2.7 grade point average or elements completed satisfactorily should grades not be used.

There are limited scholarships awarded following the application process.  You will be notified if you are awarded a scholarship.
