SR 524 (196th St. SW/SE/Filbert Rd.) Road Improvements,
24th Ave. W to SR 527 (Lynnwood-Bothell area)
Project Description
Snohomish County, the City of Bothell and the Washington State Department of Transportation (WSDOT), in cooperation with the Federal Highway Administration (FHWA), propose to make traffic and safety improvements to 3.7 miles of 196th Street SW/Filbert Road (SR 524) between 24th Avenue West and SR 527 in Bothell.
The project is intended to improve traffic flow, sight distance and safety on this important east-west arterial. The existing roadway is 22 feet wide with two 11-foot travel lanes and minimal, unpaved shoulders. It has no provisions for pedestrians, bicyclists or equestrians. Storm water drainage is by open ditch. Safety hazards associated with the existing road include poor sight distances, poor intersection alignments and high traffic volumes.
The project will be constructed in three stages:
- Stage I will improve the western segment, from 24th Avenue West to 10th Place West;
- Stage I A will improve the eastern segment, from Royal Ann Road to SR 527; and
- Stage II will improve the middle segment, from 10th Place West to Royal Ann Road.
Stage IA aligns with the northern city limits of Bothell and will be constructed in partnership with the City. Stages I and II will be constructed by WSDOT.
The project area, which extends from milepost 5.87 to milepost 9.57, would be widened to five lanes with a two-way left-turn lane, bicycle lanes and sidewalks. The roadway would taper to four lanes between Cypress Way and Locust Way, and between 10th Place West and the Floral Hills Cemetery entrance. All improvements would meet urban roadway standards with curbs, gutters, sidewalks and enclosed drainage.
The proposed project would shift the current alignment and construct a new route through the King’s Court Mobile Home Park in the westernmost portion of the project (the “S-curves”). The shift would provide a straighter alignment and minimize impacts to adjacent wetlands and stream buffers.
Intersection improvements would be made at:
- Cypress Road, 20th Avenue West and SR 524
- North Road, 192nd and SR 524;
- Bartlett Road, Filbert Drive and SR 524; and
- 208th Street SE, Royal Ann Road and SR 524, to provide better approach angles.
New signals would be added at the intersection of 196th Street SW/Filbert Road (SR 524) and 20th Avenue West/Cypress Way, and at the intersection of 196th Street SW/Filbert Road (SR 524) and Larch Way. The existing traffic signals at the intersection with North Road and the intersection with Filbert Drive/9th Avenue West would be modified to accommodate the proposed road widening, and a new traffic signal at the intersection of Magnolia/Locust Way is being considered. Street lighting would be provided at the newly signalized intersections.
Replacement bridges that accommodate five lanes would be built at the Swamp Creek and North Creek crossings, and existing culverts would be replaced with culverts that provide unimpeded fish passage (where appropriate).
Other project features include the relocation of a portion of Martha Creek, wetland mitigation, and additional storm water detention and treatment facilities.
