Project Description
Snohomish County is proposing to construct a mini-roundabout at the intersection of 116th St SE and 56th Ave SE to improve sight distances, traffic management, and pedestrian safety. The existing roadway grades, sidewalks, curbs, gutters, and planter strips will be adjusted to accommodate the roundabout.
Ground disturbance associated with the project will extend from the intersection approximately 250 feet along the west leg of 116th Street SE and 125 feet along its east leg, and 100 feet along the south leg of 56th Avenue SE, and 150 feet along its north leg. Utility lines and catch basins will be adjusted to meet the altered grade of the intersection.
Environmental Review is Completed
An environmental review was completed for this project as required by the State Environmental Policy Act (SEPA). Public Works has determined that this project does not have a probable, significant adverse impact on the environment and has issued a Determination of Non-significance (DNS). An environmental impact statement (EIS) under RCW 43.21C.030(2)(c) is not required. This decision was made after a review of SEPA documents and other information on file with this agency. These documents are available for public review upon request, prior to offering SEPA comments. This project will require a Land Disturbing Activity permit. Preliminary quantities for cut and fill volumes are 1,580 cubic yards of cut and 116 cubic yards of fill.
Comment Period Open until January 31, 2012

SEPA Appeal
The DNS may be appealed pursuant to the requirments of Snohomish County Code (SCC) 30.61.300(1)(2). Submit a written appeal and $500 filing fee to Public Works Customer Service Center prior to 5 p.m. January 31, 2012. The Service Center is located on the 2nd floor of the county's Administration Building East in Downtown Everett. Refer to SCC 30.71.050(5) and 30.61.305 for appeal details.
