Emergency Road Projects
2003 Flood Projects
The October 20-21 and November 19, 2003 flood events caused an estimated $6.5 million in damage to Snohomish County roads and bridges. Public Works is coordinating with the Federal Emergency Management Agency (FEMA) and the Federal Highway Administration (FHWA) to secure emergency funds to help repair the damage.
Financial Assistance
Financial assistance comes from two sources: the Emergency Relief (ER) fund administered by the Federal Highway Administration (FHWA), and the Federal Emergency Management Agency (FEMA). FEMA divides its assistance into Large Projects (over $54,100) and Small Projects. (Note: some of the projects listed below will be moved from one category to the other as cost estimates and actual expenditures are updated.)
FEMA Small Projects were constructed by County Maintenance work crews in early 2004.
FEMA Large Projects will require substantially more engineering and environmental work to complete. Many of these projects are too large for County Maintenance crews to construct, requiring preparation of design, public bidding package, and environmental studies. Consequently, these projects will be contracted out and will need to be coordinated through federal agencies such as U.S. Fish and Wildlife and the U.S. Army Corp of Engineers. The higher-cost projects on this list may take up to two years to complete.
Project Status
FEMA met with Snohomish County representatives to discuss each of the 2003 Emergency Road Projects in late 2003. Following this meeting, a team of FEMA engineers reviewed each project, site-by-site, then helped the County develop solutions to the flood damage.
Other Projects
Other projects include non-funded County projects resulting in damage from the November 19 flood event and the December 4-5 windstorm. These events have not been declared federal disasters and, thus, these projects are not eligible for federal assistance.
