Transportation Element of the GMA Comprehensive Plan
As required by the state’s Growth Management Act (GMA), Snohomish County has updated its GMA Comprehensive Plan (GMACP). As part of the comprehensive plan, the Transportation Element (TE) has been amended to be consistent with the GMACP. Snohomish County’s Traffic Mitigation and Concurrency Ordinance (Chapter 30.66B SCC) has also been amended in order to implement the recommendations of the TE.
The purpose of the TE is to present a plan for transportation facilities and services needed to support the county’s GMACP 2005-2025 future land use map (FLUM). The TE recommends specific arterial roadway projects for the unincorporated County in order to meet roadway capacity needs. The TE provides an estimate of needed expenditures, forecasted revenues, and a financial strategy that helps to ensure needed transportation improvements are funded. It also recommends various implementation strategies to guide the County in its participation in regional and multi-modal transportation.
In December of 2005, the County Council adopted an updated comprehensive plan and also amended the Transportation Element recommended by the Planning Commission. The county formally published the amended Transportation Element and made it available effective February 1, 2006. In June of 2008, the County Council amended the TE to include changes to the Average Daily Trip (ADT) Thresholds related to Ultimate Capacity Arterials (page 30, Table 11). The minor increases in the ADT Thresholds aid the administration of the County's Concurrency Management System. Links to the Transportation Element and its maps are provided below.
