Revisions to Traffic Mitigation and Concurrency Ordinance (Chapter 30.66B SCC)
Effective February 1, 2006
On 12/21/05, in a 5-0 vote, the Snohomish County Council voted to adopt Amended Ordinance 05-092 amending SCC Chapter 30.66B SCC related to LOS standards, ultimate capacity, concurrency management and impact fees. The ordinance was signed by Executive Aaron Reardon on 12/30/05. The provisions of the ordinance will apply to all new development applications submitted on or after February 1, 2006.
Amended Ordinance 05-092
The key provisions of Amended Ordinance 05-092 are:
- Impact Fee Increases (see revised table)
- Adoption of the two-part LOS measurement, first average daily trips (ADT), then average travel speed.
- An average-travel-speed LOS standard that is 5 miles per hour lower for certain public facilities needed to support residential development. (And criteria for those facilities)
- Criteria on ultimate capacity
- Elimination of “automatic concurrency” for “small” developments.
- Effective date of February 1, 2006
