Environmental Cleanup Program

The Snohomish County Public Works Solid Waste Division’s Environmental Cleanup (ECUP) program was implemented in 2000 as a collaborative effort between the Snohomish Health District, the Washington State Department of Ecology, and a variety of County Departments including the Solid Waste Division, Road Maintenance Division and Sheriff’s Office. ECUP’s mission is to remove solid and hazardous waste illegally dumped on public lands, mitigate sites where illegal dumping frequently occurs and educate the public on the variety of alternatives to unlawfully dumping material throughout Snohomish County.

Eleven years later, the ECUP Team’s efforts have been quite successful, collecting over 4,300 tons of illegally dumped solid waste from Snohomish County properties.  More than 3,000 tons–approximately 70% of that collected material was recycled.  ECUP Team members and volunteers have also worked over 16,800 hours cleaning up more than 6,600 sites throughout the County.

The ECUP Team now provides two new services for residents trying to clean up their properties. Please see the links below for more information on removing junk vehicles from your property and the recycling/disposal of unwanted recreational vehicles.

 Recreational Vehicle Recycling/Disposal Program

Recycling and disposing of an unwanted recreational vehicle (RV) can be a difficult and time consuming task. Snohomish County’s Solid Waste Environmental Cleanup Team (ECUP) offers a service for the recycling and disposal of unwanted campers, travel trailers, boats, and/or boat trailers. View details.

 Illegal Dumping

Illegal dumping is the improper disposal of garbage and/or other solid waste on both private and public lands. All illegal dumping complaints need to be submitted to the Snohomish Health District. Please visit their Solid Waste and Toxics Web site where you will find a link to an illegal dumping complaint form. Please follow the Health District’s instructions for submitting the form.
