Discretionary Fund for Water Quality Projects
One of the objectives of the Stillaguamish River Clean Water District (CWD)
is to "…restore water quality in saltwater tidelands to allow the upgrading of conditionally approved, restricted, and prohibited shellfish beds." Section 25A.20.030(3)(c) of the Snohomish County Code establishes a fund of monies (the “Discretionary Fund”) managed by the Surface Water Management Division of Snohomish County’s Department of Public Works. The Discretionary Fund is available to assist private landowners, community groups, and/or local agencies in undertaking small-scale projects to improve water quality on private or public property anywhere in the CWD.
Discretionary Fund Project Application
Funds Availability
Approximately $50,000 is available annually. Project sponsors must provide at least 25% match, either as cash or in-kind. Maximum funding request is $20,000. Small-scale water quality protection projects will be funded on a reimbursable basis.
Eligible Projects

The following types of projects are eligible:

Reduce fecal coliform bacteria contamination

Reduce contaminated stormwater runoff

Reduce groundwater contamination
-
Protect waterbodies from livestock

Install buffer plantings and bioswales

Conduct water quality education and outreach
Ineligible Project Costs
The Discretionary Fund may not be used to support planning, coordination, design, or mitigation projects.
Approval Process

Submission of Applications for Project Funding
Applications may be submitted at any time. SWM personnel will review each application for completeness and forward completed applications to the Stillaguamish River Clean Water District Advisory Board for review.

Recommendation of the CWD Advisory Board
Completed applications will be considered and evaluated by the Board, which may request additional information from the applicant. Applicants will have an opportunity to address the Board in support of their proposed projects. The Board will make a recommendation to SWM regarding whether or not an application should be approved for funding.

Decision by SWM
After receiving a recommendation from the Board, SWM will consider and evaluate the application, together with any comments received from the Board. The Director of SWM or the Director’s designee shall make the final determination regarding the approval or rejection of each application.
Disbursement Process
Funding for approved projects is disbursed according to the terms of a simple contract between Snohomish County and the project sponsor.
