Right of Way Acquisition
This section of Engineering Services is responsible for the acquisition of properties and property rights necessary for County projects. Staff provides ownership and title information, appraisal and appraisal review, acquisition, relocation assistance and condemnation services to Public Works, other County departments and other local agencies (through interlocal agreements). The section also provides contract consultants where necessary and manages the contracts to complete projects.
In the course of the work, the section interfaces with citizens, attorneys, municipalities, utility providers, contractors, developers, lending institutions and permitting agencies. As an adjunct to projects, the section also has been responsible for selling/auctioning, relocating and demolishing surplus structures that have been acquired along with the property needed for a project.
The Right-of-Way section works closely with Engineering. The members of the section are responsible for property owner concerns throughout the development and construction of the project and often work with owners long after a project is complete, helping relocate displaced property owners.

Customer Service Counter & Permitting Group

This group is responsible for providing the public with access to Public Works records relative to County roads and Public Works projects and other general information assistance. Staff also reviews and administers some of the permits and agreements that are governed by Snohomish County Code Title 13, including right-of-way violation abatement and enforcement, haul routes, road and lane closures, right-of-way vacations, road establishments, franchises and road improvement districts.
