Max Phan, P.E., Interim Design Manager
This section of Engineering Services is responsible for managing the design and delivery of Public Works Capital Improvement Projects to the citizens of Snohomish County.
The section is divided into teams of professional licensed engineers and technicians, who work closely with Survey, Right-of-Way, Program Planning and Traffic Operations groups, and with the Public Involvement/Environmental Section to develop the design of each project.
Staff uses state-of-the-art, computer-aided design tools to assist with project development. Transportation projects range from neighborhood improvements (such as walkways and traffic signals) to larger projects (such as bridge replacement, park-and-ride lots and arterial road widening).
Other Public Works projects include storm drainage and detention facilities for the Surface Water Management Division, and transfer stations and drop box improvements for the Solid Waste Management Division.
Other County departments such as Parks & Recreation and Facilities Management also utilize the Design Section for assistance on their projects. In addition, this section manages engineering consultants hired to assist design teams with specific areas of project development.
