How can I get more information on a particular development?

  1. View the Hearing Examiner Agendas or Decisions.
  2. Use Permit Search to locate a development by parcel number, address, or project number to retrieve project information, find out who is the Project Manager, and view the project on a map.  Use the search below to obtain contact information for the Project Manager.
  3. Use the Staff Directory to contact the Project Manager.
  4. View the entire project file during regular office hours at the Department of Planning and Development Services, 2nd Floor, County Administration Building, 3000 Rockefeller, Everett, WA. 

How can I become a Party of Record?

To become a Party of Record for a specific project, send a letter or an email to the Project Manager listed on the public notice and include the project file number, project name, and your name and address.

Who qualifies as a Party of Record?

The definition of "Party of Record" is found in SCC 2.02.165(1). It includes: (a) The applicant/appellant; (b) All persons, county departments and/or public agencies who testified at the open record hearing; (c) All persons, county departments and/or public agencies who individually (emphasis added) submitted written comments concerning the specific matter into the hearing record prior to the close of the open record hearing (excluding persons who have only signed petitions or mechanically produced form letters); (emphasis added) and (d) All persons, county departments and/or public agencies who specifically request notice of decision by entering their name and mailing address on a register provided for such purpose at the open record hearing

What is the comment and/or the appeal period for a SEPA determination?
Comments or appeals of a Determination of Nonsignificance (DNS) must be received no later than fourteen (14) days after the date of action, which includes the issuance of the threshold determination, publication of notice, and posting of property, whichever occurs later.

I would like to attend a hearing but require ADA accommodations. Do you have the proper facilities?
Yes.  Snohomish County facilities are wheelchair accessible. Accommodations for persons with disabilities will be provided upon advance request. Please make arrangements one week prior to a public hearing by calling the Hearing Examiner’s Office, (425) 388-3538 Voice or 425-388-3700 TDD.
