Information on Pending Land Use Applications/Party of Record

 

How can I get more information about a particular development?

  1. Call the Planning & Development Services Records Center at 425.388.3622 and make an appointment to view the entire project file.  You can then review all the materials submitted and for a nominal fee have copies made of any of the documents.
  2. Contact the assigned Project Manager.   Their name and phone number are provided on the Postcard Notice along with a link to send an email if you prefer communicating that way. 

 

What is a "Party of Record"?

Planning & Development Services staff review projects for compliance with adopted rules and codes of Snohomish County.  Title 30, also known as the Unified Development Code (UDC) provides specific guidelines for review of development proposals.  Section 30.91P.110 of the UDC defines Party of Record to mean the following persons in an application or appeal:

(1) The applicant and any appellant;

(2) Any person who submitted written comments to the department prior to a Type 1 decision or Type 2 recommendation;

(3) Any person, county department and/or public agency who individually submitted written comments or testified at the open record hearing (excluding persons who have only signed petitions or mechanically produced form letters); and

(4) Any person, county departments and/or public agency who specifically request notice of decision by entering their name and mailing address on a register provided for such purpose at the open record hearing.

A party of record does not include a person who has only signed a petition or mechanically produced form letters.  A party of record to an application/appeal shall remain such through subsequent county proceedings involving the same application/appeal.  The county may cease mailing material to any party of record whose mail is returned by the postal service as undeliverable.

What is a "Type 1 decision"?

A Type 1 decision is where the Department makes the decision on granting or disapproving a permit.  Examples of Type 1 permits would be Residential Building Permits, Temporary Dwellings and Accessory Apartments.  These are permits that do not require a public hearing.

 

What is a "Type 2 recommendation"?

A Type 2 recommendation is where the Department writes a staff report that is presented to the Hearing Examiner.  The Hearing Examiner evaluates that, along with any additional information that is presented and then issues a decision.

 

If I am concerned about a specific development,
how can I become a Party of Record?

You can submit written comments to the Department prior to the issuance of a decision for a Type 1 permit or a recommendation for a Type 2 permit.  Or, you may present written comments or testify at the open record public hearing for Type 2 permits.
