Planning and Development Services (PDS)


Planning and Development Services manages existing and future development within unincorporated Snohomish County through the use of various strategies and objectives relating to land use and development. The department is responsible for the implementation of applicable legislation and participation in state and countywide studies, initiatives, and projects.

PDS relies on the County Comprehensive Plan and the Unified Development Code to provide the framework for a comprehensive and controlled growth plan to protect the quality of life and resources in the county through the timely provision of infrastructure, preservation of open spaces and farmland, and transportation planning.

Matters pertaining to information technology services, code development and enforcement, permitting, zoning, inspections, building codes, and fire marshal services fall within the purview of this department.

Division Responsibility Manager
Finance Performs all departmental financial functions, including decision support, budgeting and forecasting, financial reporting, payroll, billing, accounts payable and grant accounting. Carol Taber
Fire Marshal Responsible for commercial fire and life safety inspections, fire/arson investigations, plan review for land use and commercial construction, and issuance of permits for open burning, firework displays, firework stands and special events. The Fire Marshal also oversees code enforcement staff who respond to citizen complaints relating to zoning, land use, and building code violations.

Permitting

Receives, processes and reviews land use and development applications, answers development-related questions, issues permits, schedules pre-application and application submittal meetings, receives payment for permit fees, and inspects permitted projects for compliance with code requirements.

Tom Rowe
Planning & Technology

Responsible for code development, long range planning, GIS/cartography, public records, and technology projects.
