Homeless Prevention and Rapid Re-Housing Program Overview
The federal American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law in February 2009. As part of the Recovery Act, funds became available under a new Homeless Prevention and Rapid Re-Housing Program (HPRP), which is administered by the U.S. Department of Housing and Urban Development (HUD). These funds may be used to provide homeless prevention assistance to persons at risk of homelessness, to provide rapid re-housing assistance to homeless persons, to help cover required data collection and evaluation costs, and to help cover grant administrative costs.
As lead agency of the Snohomish County Urban County Consortium (Consortium), Snohomish County applied for $1,262,714 in HPRP funds. As part of its application, the Snohomish County Council approved a substantial amendment to the Consortium's 2008 Annual Action Plan in April 2009 regarding HPRP funds. HUD approved this amendment in June 2009. The HPRP Amendment (1.6 MB) indicates how the County plans on using these funds to establish a local homeless prevention and rapid re-housing program.
Snohomish County is continuing planning activities and anticipates implementation of program activities in September 2009.
