Community Development Block Grant - Recovery Act Overview
The federal American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law in February 2009. As part of the Recovery Act, supplemental funds were made available under the Community Development Block Grant (CDBG-R) program, which is administered by the U.S. Department of Housing and Urban Development (HUD).
As lead agency of the Snohomish County Urban County Consortium (Consortium), Snohomish County applied for, and received, $825,818 in CDBG-R funds. These funds may be used for various affordable housing and community development activities which primarily benefit low-to-moderate income persons and neighborhoods. HUD strongly encourages use of funds consistent with the intent of the Recovery Act.
Activities Funded
In June 2009, the Snohomish County Council (SCC) approved a substantial amendment to the Consortium's 2008 Annual Action Plan regarding CDBG-R funds. HUD approved this amendment in August 2009. The CDBG-R Amendment (122 kb) indicates the specific activities to be undertaken with CDBG-R funds and how these activities are consistent with the purposes of the Recovery Act. Amendments to Activities Funded
In April 2010, the SCC approved a substantial amendment to the 2008 Action Plan regarding changes to one of the activities receiving CDBG-R funding. The Parkview Services Home IX Project Amendment (11 kb) indicates the changes approved. The CDBG-R Activity Data Spreadsheet - Revised 9-1-10 (49 kb) was updated in September 2010 to reflect this amendment. The CDBG-R spreadsheet Revised 10-18-10 (48 kb) was updated again in October 2010 to correct the eligibility citation for the Parkview Services project per HUD’s guidance.
In July 2011, the SCC approved a non-substantial amendment to the 2008 Action Plan to re-allocate funding from a cost underrun on a completed CDBG-R porject to another CDBG-R project. The HASCO Loan Program Amendment (6 kb) indicates the changes approved. The CDBG-R Activity Data Spreadsheet - Revised 7-8-11 (126 kb) was updated in July to reflect this amendment.
In May 2012, the SCC approved a substantial amendment to the 2008 Action Plan to cancel the unexpended CDBG-R funds from an affordable housing project and to re-allocate these funds to a new infrastructure project in Darrington and to cover cost overruns on an existing affordable housing project in Lake Stevens. The Amendment Summary (41 kb) indicates the changes approved. The CDBG-R Activity Data Spreadsheet - Revised 5-2-12 (126 kb) was also updated in May to reflect this amendment.
