HUD Housing & Community Development Programs
Performance and Evaluation Report for Program Year 2010

 

Snohomish County is seeking public comment on program performance for its Federal U.S. Department of Housing and Urban Development (HUD) grant programs for the period of July 1, 2010, through June 30, 2011.

 

The County, in consortium with 19 Snohomish County cities and towns within the County, receives approximately $5.7 million dollars annually in grant funds from HUD for housing and community development activities.  These Federal funds include the Community Development Block Grant (CDBG), HOME Investment Partnerships Act (HOME), and Emergency Shelter Grant (ESG) programs.

 

The funds may be used to support affordable housing activities and community development (public facilities, infrastructure, public services, economic development) activities.  Projects assisted predominately benefit low- and moderate-income persons and neighborhoods in the County.  Persons benefited include, but are not limited to, persons with special needs such as homeless persons, elderly persons, persons with disabilities, persons living with HIV/AIDS, and victims of domestic violence.

 

Jurisdictions receiving these grant funds are required to prepare a master planning document, the Housing and Community Development Consolidated Plan.  This five-year plan identifies community needs and establishes strategies and objectives to guide the local investment of anticipated Federal funds to meet these needs.  HUD requires an annual opportunity for the public to comment on the Consortium's performance in meeting the goals of its plan.

 

A draft copy of the 2010 Program Year Consolidated Annual Performance and Evaluation Report (CAPER), which summarizes the Snohomish County Consortium’s performance for the reporting period, is available for review and comment from September 6, 2011, through September 21, 2011.

Comments must be in writing and must be received by the Snohomish County Office of Housing and Community Development (OHCD) no later than 5 p.m. on September 21, 2011.  Comments may also be submitted via e-mail.

Comments received will be taken into consideration before the CAPER is finalized.  A summary of and response to comments received will be included in the final CAPER.
