2005-2009 Snohomish County Housing and Community Development Consolidated Planning

 

Five-Year Consolidated Plan
Jurisdictions receiving Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) funds from the US Department of Housing and Urban Development (HUD) are required to develop a multi-year Housing and Community Development Consolidated Plan (Consolidated Plan). The Consolidated Plan identifies specific strategies and objectives to guide the use of these federal grant funds over a five-year period in order to meet the local affordable housing and community development needs of the Snohomish County Urban County Consortium (Consortium).

 

Annual Action Plan
Each year of the Consolidated Plan, the Consortium is required to develop an Annual Action Plan (Action Plan).  The Action Plan identifies the amount of funding from these federal grant programs expected to be received in the upcoming program year and describes how these grant funds will be used to meet the five-year strategies and objectives set forth in the Consolidated Plan.  It includes a description of specific activities to be funded and the amount of funding to be awarded to each activity.

 

CAPER
At the end of each program year, the Consortium is required to report on how these grant funds were actually used.  The end-of-year report is called the Consolidated Annual Performance and Evaluation Report (CAPER).  It indicates what activities were undertaken with funds available during the preceding program year and what accomplishments were achieved towards the strategies and objectives contained in the Consolidated Plan.
