2011 Ending Homelessness Program (EHP) & Washington Families Fund (WFF) Systems Innovation Grants Request For Proposals (RFP)


Snohomish County Human Services Department, in partnership with Building Changes, is requesting proposals for services supportive of self sufficiency among families experiencing and at risk of homelessness. These services are being sought in connection with the Investing in Families initiative of the Bill & Melinda Gates Foundation.

2011 Application for EHP & WFF Funds

The following RFP is being issued by the County in collaboration with Building Changes to address three of the five pillars of the family homelessness strategy identified in the Snohomish County Investing In Families Strategic Plan: (1) Prevention; (2) Coordinated Entry; and (3) Rapid Housing. These services will be provided to the 75 families participating in the Investing in Families Pilot Project described in the Snohomish County Investing in Families Implementation Plan, as refined in this RFP. Both plans are available at - http://www.wdcsc.org/initiatives/investinginfamilies/results.html.

Specifically, proposals are being sought for the following service components:

  • Coordinated Entry Specialist
  • Housing Resource Specialist and Interface with Navigator

Proposals are required to demonstrate that they will result in progress towards or achievement of Self Sufficiency, using Self Sufficiency Outcomes and Self Sufficiency Scales that are explained in the Self-Sufficiency Matrix document (link below). 
 

Application Submission and Due Date:

Applications must be received by Friday, April 22, 2011, no later than 4:00 pm. Proposal area documents are listed below. The Ending Homelessness Program Application Review Committee and Building Changes will rate proposals and make funding recommendations to the County. Final awards are contingent on fund availability. The County and Building Changes reserve the right to reject any or all proposals.

Technical Assistance and Pre-Application Meetings:

The Proposers' Conference is scheduled for Monday, April 11th, from 3:30 - 5:00 pm in Conference Room 6A02, 6th floor, Snohomish County Campus, Robert J. Drewel Building (3000 Rockefeller Avenue, Everett WA). Attendance is strongly recommended. A written summary of the questions and answers arising from this conference will be available on Wednesday, April 13, 2011.
