Rapid Re-Housing Request For Proposals (RFP)
Snohomish County announces a Request for Proposals for Rapid Re-Housing (RRH) under the Emergency Solutions Grant (ESG) program. The anticipated contract period for the Fiscal Year (FY) 2011 and 2012 funds will be December 1, 2012 through December 31, 2013. The anticipated contract period for the FY 2013 funds will be from July 1, 2013 through June 30, 2014. The FY 2011 allocation and FY 2012 allocation are actual amounts the County received from HUD and FY 2013 funds are estimated based on the FY 2012 actual amounts. FY 2011 is $63,812, FY 2012 is $73,599, and estimated FY 2013 is $73,599.
The overall goal of Rapid Re-Housing funding is to reduce the amount of time homeless clients spend in places not meant for human habitation, in shelters, or in transitional housing and to prevent individuals from continuing homelessness when they are discharged from institutions by rapidly moving them into permanent housing. The ESG funds under this RFP are restricted to eligible activities that rapidly re-house homeless individuals and families into permanent housing.
Activities funded must be consistent with the Snohomish County Urban County Consortium Housing and Community Development 2010-2014 Consolidated Plan. The County submitted a Substantial Amendment to the Fiscal Year (FY) 2011 Action Plan as required by the U.S. Department of Housing and Urban Development (HUD) to use a second allocation of FY 2011 ESG funds under the HEARTH Act.
