Consolidated Homeless Grant (CHG)

2011-2013 Request For Proposals (RFP)


Snohomish County Human Services Department is requesting proposals for services focused on ending homelessness.  An estimated $825,500 over two (2) years will be awarded to proposals designed to support an integrated system of housing assistance to prevent homelessness and quickly re-house households who are unsheltered. 

Specifically, proposals are being sought for the following service components:

  • Targeted Prevention – estimated two-year award of $293,000
  • Rapid Re-Housing – estimated two-year award of $293,000
  • Institutional Discharge – estimated two-year award of $169,500
  • Emergency Shelter Motel/Hotel vouchers – estimated two-year award of $70,000

The Consolidated Homeless Grant also funds emergency shelter operational costs. Those funds are available through the CHG Notice of Funding Availability (NOFA), not RFP, located on the CHG-NOFA webpage.

The overriding directive of these RFP’s is to fund services or programs that result in outcomes that lead to movement toward, or achievement of the following:

  • Preventing homelessness;
  • Rapidly moving households to permanent housing;
  • Reducing the time spent homeless on streets, shelters, and transitional housing.

The following principles will guide this work:

  • Services must be readily accessible, community-wide, and sensitive to households of diverse backgrounds experiencing and at-risk of homelessness.
  • Meaningful collaboration and coordination between service providers or programs are sought to assure that services can be rendered throughout Snohomish County.

Applications must be received by -
        Tuesday, August 23, 2011, no later than 4:00 pm.

Proposal documents are listed below. The Project Review Committee will rate proposals and make funding recommendations to the County. Final awards are contingent on fund availability. The County reserves the right to reject any or all proposals.

Technical Assistance and Pre-Application Meetings:

The Proposers' Conference is scheduled for Wednesday, August 3rd, from 3:00 - 5:00 pm in Conference Room 6A04, 6th floor, Snohomish County Campus, Robert J. Drewel Building (3000 Rockefeller Avenue, Everett WA). Attendance is strongly recommended. A written summary of the questions and answers arising from this conference will be posted on the County website at a later date.
