REQUEST FOR PROPOSALS - 2012 WEATHERIZATION ASSISTANCE

INVITATION TO BID - 2012 MECHANICAL SERVICES
Snohomish County requires the contractual services of several qualified home performance contractors to weatherize a combined total of approximately 135 homes at an average cost of $6,500 per home from April 1, 2012 through March 31, 2013. All workers installing energy efficiency measures must be paid wages governed by the state prevailing wage reporting requirement.
All measure prices must be reported with three component costs: a) material, b) all other costs, and c) total measure cost. For measure with no material cost, a single total cost is satisfactory.

Proposers Conference and Inquiries:

The purpose of this conference will be to explain the RFP process and answer general informational questions. All prospective Proposers are encouraged to attend. Written inquiries concerning this RFP may also be submitted, by noon (12:00 pm) Thursday, February 9, 2012, to Bill Beuscher, Weatherization Program Supervisor. Written inquiries will not be accepted after that date.
Within five working days of the Proposers Conference, if required, written responses to questions raised during the Proposers Conference and to written inquiries, as well as any resulting addenda to the RFP, will be mailed to Proposers Conference attendees. Oral explanations and/or instructions will not be binding.
No questions raised after the Proposers Conference will be answered.
Letter of Intent to Propose:
Contractors desiring to respond with a proposal must submit a Letter of Intent to Propose Weatherization Services by 12:00 PM (noon) on Monday, February 13, 2012. Attendance at the Proposers’ conference shall be considered the submission of a Letter of Intent to Propose. The Letter of Intent must be submitted to:

*Faxes will be accepted but must be received by the above-mentioned date and time. The original Letter of Intent must be received as soon as possible after that date.

Deadline for Submittal:
To be considered, proposals must be received no later than 12:00 noon on Monday, February 27, 2012. Late proposals are ineligible and will not be considered. Late proposals received at the Department of Human Services after the time indicated on this RFP will be stamped on the envelope with the date and the time received. If requested by the proposer, a copy of the rejected proposal will be returned, with the original being maintained by the Department. Send proposals by mail to:

Hand delivered proposals should be taken to the Reception Desk of the Lower Level in the Drewel Building (Admin East). There is an entrance to the Lower Level on Oakes Avenue between Rockefeller and Pacific.
