Emergency Planning

Snohomish County Department of Emergency Management (DEM) develops and maintains the Snohomish County Comprehensive Emergency Management Plan (CEMP), which consists of several governmental emergency and mitigation plans.  We also assist local businesses with Continuity of Operations Plans (COOP) and work with regional partners to develop congruent emergency plans.

 

Training & Exercises

Our office facilitates a community exercise program for emergency responders, private partners, and others. We also deliver/coordinate courses to the public including Community Emergency Response Team (CERT) training, FEMA's "Are You Ready?" personal preparedness course, NWS's Weather Spotter course, NWS's Community Collaborative Rain, Hail, & Snow (CoCoRaHS) network training, and others.

 

Grant Assistance & Administration

The Department of Emergency Management (DEM) is responsible for the overall grant administration of a variety of grants made available through the U.S. Department of Homeland Security (HLS) and the Federal Emergency Management Agency (FEMA). These grants allow DEM to enhance the capabilities of first responder and other public safety agencies through additional planning, training, exercise and equipment purchases.  In this role DEM is the lead agency for the State Homeland Security Region-One.  Region One consists of the recognized emergency management agencies within Snohomish, Island, San Juan, Skagit and Whatcom Counties, and the federally recognized Indian Tribes within those jurisdictions.  DEM is a member of the Seattle Urban Area group which consist of King, Pierce and Snohomish Counties and the Cities of Bellevue and Seattle.

Additionally, DEM has partnered with the Snohomish Health District and works with Medical Reserve Corps grants to enhance citizen preparedness and response during an emergency event or disaster.

 

 

Emergency Operations Center Management

Our agency manages and maintains the Snohomish County Emergency Operations Center (EOC). This is the facility where major policy level decisions, disaster declarations, situation monitoring, and recovery efforts are coordinated from during a disaster.

 

Emergency Alert System Coordinator

DEM coordinates the various methods used to alert and immediately inform the public during an emergency situation. These methods are all part of our local area Emergency Alert System (EAS).
