Communication
Within the Facility
An inmate request form known as a “Kite” is used by inmates to communicate with Corrections staff outside their housing module, to request inmate services and special needs, or to participate in available programs. Kites are available from Custody staff in each housing module.
Phones
Inmates may make telephone calls during normal time out of their cell. All calls are collect and are limited to no more than 15 minutes. Inmates may not receive incoming phone calls. Three-way calls, loitering in the phone area, or phone sharing is prohibited. The person the inmate is calling may be required to set up a pre-pay account through Global Tel-link in order to receive the call. It is recommended that inmates write down any phone numbers they may need while in the facility and bring them with them.
Mail
All incoming inmate mail is opened and searched prior to delivery. The only exception to this is legal mail which will be opened and searched in front of the inmate. Indigent inmates (inmates with $5.00 or less in their inmate account) may mail three pieces of personal mail per week and unlimited outgoing legal mail at County expense. Inmates who have $5.01 or more in their inmate account must pay for writing material and postage but have no limit on the amount of letters that can be mailed. See more on Inmate Mail.
Visitation
Inmates are responsible for setting up their own visits at the Snohomish County Jail and also for informing their visitors of their scheduled visit time. Inmates may schedule up to three 1-hour visits per week through the Module Officer in their housing unit. Visitation is through a two way video link. See more on Inmate Visitation.
