General Description of Board Duties:

The Community Services Advisory Council was established by the County Council in 1986 to advise the county executive and the county council, through the Snohomish county human services department, on all matters relating to the causes of poverty and to a reduction in the effects of poverty. (SCC 2.420)

 

Duties include:

  • Conducting studies, investigations and public hearings to determine the priority needs of Snohomish county’s low-income population including special studies of significance to human service issues;
  • Reviewing and recommending for approval an annual priorities plan for the community services division of the human services department;
  • Recommending community services block grant program strategies that are responsive to the priorities plan;
  • Assessing the progress of community services division programs through quarterly review of performance;
  • Advising the county executive and county council through the human services department on the allocation of community services block grant resources;
  • Acting in an advocate role in the public and private sectors in the interests of low-income population of Snohomish county; and
  • Maximizing the extent and quality of low-income participation in the programs of the community services division.

 

Board must include:

  • One-third (1/3) are elected public officials
  • One-third (1/3) are low-income representatives
  • One-third (1/3) are officials/members of business, industry, labor, religion, welfare, education or other major groups/interests
  • At least two (2) members from each Council District
Qualifications and Restrictions:

One vacancy must be filled by public elected officials or their representatives.

 

One vacancy must be filled by representatives of a major community interest such as labor, business, health, education, religious, or welfare groups; members of this sector shall be termed Community Representatives.  Must have a strong interest in addressing the issues of poverty in Snohomish County.

 

Three (3) vacancies must be filled by representatives of the low-income residents of Snohomish County.  Representatives of low-incomes residents may be low-income themselves or they may work with community organizations, the purpose of which is to servie low-income individuals; members of this sector shall be termed Low-Income Representatives.  Of these three vacancies, at lease one must be from County Council District 4, and one must be from County Council District 5.
